The Senior Learning Advisor will lead learning, knowledge management, and adaptive programming activities under the MEL Platform. Facilitate strong collaboration, learning, and adapting (CLA) management practices in USAID/Ghana and the Government of Ghana’s business processes and throughout the program cycle. The Senior Learning Advisor will work to foster strong, collaborative relationships with key Mission stakeholders, serve as a convener for dialogue and learning around emerging issues, assist in identifying and responding to key learning issues, and coordinate efforts amongst implementing partners working in common Development Objectives.

Job Description/Requirements

EnCompass seeks Senior Learning Advisor candidates for an anticipated five-year United States Agency for International Development (USAID) monitoring, evaluation, and learning (MEL) program in Ghana. This anticipated project will provide expert MEL services for USAID/Ghana, deliver high quality, demand-driven monitoring and evaluation technical assistance and analytical services to USAID/Ghana staff, implementing partners, and local country stakeholders that advance U.S. foreign policy goals and USAID’s strategic objectives in Ghana.

 

 

The Senior Learning Advisor will lead learning, knowledge management, and adaptive programming activities under the MEL Platform. Facilitate strong collaboration, learning, and adapting (CLA) management practices in USAID/Ghana and the Government of Ghana’s business processes and throughout the program cycle. The Senior Learning Advisor will work to foster strong, collaborative relationships with key Mission stakeholders, serve as a convener for dialogue and learning around emerging issues, assist in identifying and responding to key learning issues, and coordinate efforts amongst implementing partners working in common Development Objectives.

 

 

The Senior Learning Advisor must be an inclusive leader and effective communicator and listener with knowledge of the USAID Program Cycle and key Agency guidance. They will have a passion for identifying novel approaches to learning and show leadership for energizing others to work together on complex development challenges. The ideal candidate will have demonstrated experience building and sustaining collaborative partnerships with a variety of stakeholders – to include implementing partners, USAID, civil society, and government of Ghana. The Senior Learning Advisor will have a technical background in monitoring and evaluation and change management, as well as demonstrated experience facilitating a variety of activities to apply learning to advance effectiveness of development programming.

 

Essential functions include:

  • Lead collaborative dialogue and an iterative learning environment for USAID, implementing partners, and other stakeholders around emerging issues; facilitate reflections on the implications of new learning, and assist in responding to key learning findings.

  • Develop and implement a learning plan for the Government of Ghana, the Mission Community of Practice and IPs that outlines key learning questions, stakeholders and their roles, and broad stakeholder engagement at multiple levels.

  • Support strategic communications, including producing publications and organizing public events with partners and other stakeholders
  • Conduct business process re-engineering, including assisting in negotiating change management around monitoring, evaluation, and learning related issues.
  • Design agendas and facilitate convenings, workshops, and learning communities with a variety of stakeholders
  • Ensure monitoring and evaluation information is shared and effectively used through knowledge sharing and strategic learning processes to adapt and improve programming as well as bring new innovations to the Mission’s work
  • Establish, build, and maintain collaborative relationships with stakeholders relevant to the learning needs of USAID Ghana MEL, to include implementing partners and government of Ghana stakeholders
  • In all activities, ensure clear objectives are set, resources are coordinated, and feedback loops to adjust approaches as necessary are in place

 

Position Requirements

 

Qualifications

  • Master’s degree in related field to organizational learning or development assistance such as public, business, or development administration; knowledge management; political science; economics or development studies.

     

Experience and Skills

  •  Minimum of eight (8) years demonstrated experience in strategic planning; monitoring and evaluation; project design; facilitation of learning; and knowledge management, including experience in applying learning to improve international development programs and systems change for adaptive management of development organizations or agencies

  • Experience supporting USAID funded activities preferred
  • Strong familiarity with USAID’s CLA practices
  • Prior experience in Ghana and/or the region required
  • Strong communication, supervision, and management skills required
  • Fluency in written and spoken English is required
